Create simple TEI XML from the attached document.

## Inputs

## Rules

- Preserve the original language, spelling, scan order and tables. Include both scans in full.
- Mark doubtful readings with <unclear> and unreadable text with <gap reason="illegible"/>. Do not invent missing text.
- Put source-supported metadata in teiHeader and the transcription in text/body. Distinguish the document's publication date from dates of announced or mentioned events. Keep supplied context separate from printed evidence and record unknowns in a note.
- Keep the TEI namespace http://www.tei-c.org/ns/1.0. Use p and lb for text, and table/row/cell for tables, retaining empty cells.
- Add one pb per scan, including a spread. From tei/UAKUG_NIM_005_137_3.xml, use the actual supplied image paths:
